Description of problem:
There is no flann package available for RHEL 9. Please branch and build flann in EPEL 9.

Additional info:
The existing package requires one small modification to build against epel9. The `%{!?rhel:--target}` macro needs to add `--target` to `%cmake_build` in RHEL 9 as well. I found it easiest to break this into a simple conditional so that the omission of `--target` only happens on RHEL versions prior to 9.
