python-b4 failed to build from source in Fedora rawhide/f39

For details on the mass rebuild see:
Please fix python-b4 at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
python-b4 will be orphaned. Before branching of Fedora 40,
python-b4 will be retired, if it still fails to build.

This is likely because of the same Python 3.12 regression that affects Django too:

I'll mention it there and in the meantime, apply the same fix as for Django - bypassing that test on Python 3.12
