python-pydocstyle failed to build from source in Fedora rawhide/f39

For details on the mass rebuild see:
Please fix python-pydocstyle at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
python-pydocstyle will be orphaned. Before branching of Fedora 40,
python-pydocstyle will be retired, if it still fails to build.

As I wrote in

2 tests from Pydocstyle's test suite are failing on Python 3.12.

I've reported this to upstream:

Upstream commented that this is because Python 3.12 changed how strings are tokenized and that broke most things.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
