Fix include paths in s390.h

Description of problem:
Header file fix for relative paths of ordered_except_wr.h and all_aligned_atomic_load_store.h.  Found during build on s390.

gc-7.0-7.fc9

all new builds now use the system-provided libatomic_opts (and not gc's embedded copy).
