Description of problem:
After installing and configuring websvn, the RSS feature fails due to SELinux permissions.

The directory causing issues /var/cache/websvn

I updated the directory to have the same context as mod_proxy (possibly not the most appropriate)

drwxr-xr-x  apache apache system_u:object_r:httpd_cache_t  websvn

[root@app7002-svn conf]# rpm -qv websvn
websvn-2.2.1-1.el5
[root@app7002-svn conf]# rpm -qa | grep selinux

How reproducible:

100%

Steps to Reproduce:
1. Install websvn
2. Configure all components
3. Attempt to use the RSS feeds in enforcing mode.
  
Actual results:
httpd fails to write to the RSS feeds cache directory /var/cache/websvn and generates an error

Expected results:
An RSS feed is generated and displayed to the user.
