Add condrestart/try-restart target to initscript

When updating nrpe, users might well expect that the service is restart, especially if they look at the %postun script and see that it calls service nrpe condrestart.

Then they would also wonder why nrpe was not restarted.  Running the command manually, without the redirection to >/dev/null, they would see this:

$ sudo service nrpe condrestart
Usage: nrpe {start|stop|restart|reload|status}

The attached patch adds the condrestart command to the initscript so that the %postun script works as intended.

With the security vulnerability detailed in bug #916947, it seems important that the service gets restarted after the update.  Otherwise user might wrongly assume that they are now protected.

This issue applies to EPEL as well, which still hasn't had an update to 2.14 to fix  CVE-2013-1362.
