Fix added to firefox-81.0-9. Firefox 81.0.1 is going to be release this week so we'll ship it there. I've installed https://bodhi.fedoraproject.org/updates/FEDORA-2020-49c2c60857, and with a brand new profile, the steps from https://bugzilla.redhat.com/show_bug.cgi?id=1648024#c45 no longer reproduce the problem, about:plugins consistently shows the system-isntalled version. Yes, the plugin info is pretty durable :) I haven't found a way how to force update it. You can use media.gmp-gmpopenh264.visible preference in about:config to hide the plugin.
