We've had a tool for automatically filing bugs on oversize images for a while now, but it recently occurred to me that there's no good way to find all the bugs it has filed. So I figured, let's make a tracker. I'm going to manually find all the existing bugs and mark them as blocking this tracker, and adjust the tool to mark new bugs from now on as blocking this tracker too. This bug should never be closed (or at least not until we stop caring about image sizes or find a better way of tracking images being too big).
