BTW, does anyone know why we bother updating fedora-release here? just to avoid the 0.x version?

The version is significant. Either the live installer or the network installer (I can never remember which, but I think it's the live installer) uses it to decide whether to show the pre-release warnings. If the release is less than 1, it shows the warnings. If the release is 1 or higher, it does not. So we have to get this right or we get pre-release warnings on the final release.

updates-testing is disabled, Prerelease is not mentioned in os-release, package version is above 1, looks ok
