Description of problem:
When locale is set to de_DE.UTF-8, gimp displays empty "Tip of the day".

Version-Release number of selected component (if applicable):
gimp-1.2.5-1

How reproducible:
Always

Steps to Reproduce:
1. Start gimp
2. Choose Help -> Tip of the day

Actual Results:  The dialog is empty.

Expected Results:  There should be some tips.

Additional info:  Works with iso8859.
Has been reported to happen with fr_FR.UTF-8 also, see:

Confirmed fixed in FC1-update; gimp-1.2.5-2
