Description of problem:
Logs report cockpit.socket failed to listen on sockets: Permission denied


Version-Release number of selected component (if applicable):
cockpit-0.20-2.fc21.x86_64

How reproducible:
Every time


Steps to Reproduce:
1. Install Fedora Server

Actual results:
Cockpit is not started by default

Expected results:
Cockpit should be listening by default on its assigned port.

Additional info:
Cockpit is the primary mechanism for managing Fedora Server. This is critical functionality.

Proposed as a Blocker for 21-alpha by Fedora user sgallagh using the blocker tracking app because:

 "Unless explicitly specified otherwise, after system installation the Cockpit web management interface must be running and accessible on its default port (XX)."

The problem here is that the SELinux policy with the port change landed earlier than the Cockpit release with the new port.

This is fixed in cockpit 0.21, which is in the Fedora 21 repos, so should appear in a new compose.

And a note: the new listening port for Cockpit, which is supposed to be permanent, is port 9090/tcp (websm).
