scsi-target-utils fails to build on s390(x) for Fedora f21, f22 (seems since 1.0.48-1).
It seems as missing build dependency on systemd-devel, as moving it out from part disabled by "%if 0%{?with_rdma}", makes build pass.

This bug appears to have been reported against 'rawhide' during the Fedora 23 development cycle.
Changing version to '23'.

(As we did not run this process for some time, it could affect also pre-Fedora 23 development
cycle bugs. We are very sorry. It will help us with cleanup during Fedora 23 End Of Life. Thank you.)

Do I still need to do this (depend on systemd-devel) instead of just systemd for s390(x)? https://fedoraproject.org/wiki/Packaging:Systemd makes no mention of -devel. We need to document somewhere why -devel is a required dep for this package (if it still is) because I'd like to remove it if possible.
