Description of problem:
Should the filelists be always downloaded or not? I am asking, since current Fedora guidelines prohibits using file provided due to some optimization [1], which does not seems to be supported by DNF (yet?). This is the scenario I tried:

$ sudo dnf --enablerepo=* clean all

This actually started in Fedora's packaging list [2] and I am wondering if DNF is doing something wrong or the guidelines are wrong.
