Description of problem:
On an F23 RC3 fresh installed, upgraded (including updates-testing) and rebooted.
SELinux is preventing abrt-hook-ccpp from 'read' accesses on the file plugin-container.

If you believe that abrt-hook-ccpp should be allowed read access on the plugin-container file by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep abrt-hook-ccpp /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp
