It's on 32-bit s390 with gcc-5.1.1-4.fc23.s390

Possible cause: https://sourceware.org/bugzilla/show_bug.cgi?id=19261

I will work around this by disabling -Werror for s390 in rawhide, until we have an upstream fix.
