Add-support-for-MIPS.patch

Description of problem:
We are trying to bring Fedora to MIPS platform and this requires adding MIPS support to uClibc. Two changes are required:
1) extend the kernel_long patch to apply to MIPS as well
2) add config bits to specfile

Actual results:
Build fails, wrong ISA/ABI is selected, missing __kernel_(u)long_t

Expected results:
Build passes
