That says this mitigates CVE-2013-4312.  Are we calling it a fix for that CVE or is there another CVE being assigned to this bug?

Fixed in Fedora git.  If we get a CVE designation we can update the changelog.

there is a mess with CVE in this case, i've requested a new CVE id in this message with explanations, please, see http://seclists.org/oss-sec/2016/q1/467. for now, CVE id is not allocated for this.
