Description of problem:
1) Start Apper
2) Select to install all Updates (F24, so lots of updates)
3) Walk away while 433 updates install
4) Come back to find SELinux has blocked the install / running of ladvd

How to reproduce? Not sure, other than to try installing updates again.
SELinux is preventing (ladvd) from 'mounton' accesses on the directory /etc.

Then you need to change the label on /etc
Do
