Description of problem:
Package bro fails to build from source in Fedora Rawhide.

/builddir/build/BUILD/bro-2.4.1/src/file_analysis/analyzer/x509/ error: invalid use of incomplete type 'X509 {aka struct x509_st}'

/builddir/build/BUILD/bro-2.4.1/src/file_analysis/analyzer/x509/ error: invalid use of incomplete type 'EVP_PKEY {aka struct evp_pkey_st}'

/builddir/build/BUILD/bro-2.4.1/src/file_analysis/analyzer/x509/ error: 'M_ASN1_OCTET_STRING_print' was not declared in this scope

This is caused by upgrading openssl from 1:1.0.2j-1.fc26 to 1:1.1.0b-1.fc26.

This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle.
Changing version to '26'.
