New SeaBios was released (version 1.10). Update RHEL seabios to this version.

One more version released for 2.9 so we will rebase to 1.10.2.

QE executed a seabios test run to verified this bug with seabios-1.10.2-2.el7.x86_64, no found blocker and regression bug.
