It is supposed to be filtered by name. Documentation ('dnf [options] module list [module_spec...]') is wrong, there should be 'dnf [options] module list [module_name...]'.

Fix is on the way.

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.
