DNF upgrade to Fedora 4.14.4-200.fc26 with XFCE desktop
Problem still exists. Ability to read CDs/DVDs seems to be better but any attempt to write/burn a CD or DVD results in a system lock up requiring a power reset. Ejecting a blank CD/DVD without trying to write to the CD/DVD results in a message "writing data to CD or DVD" before the actual disk eject then a freeze up.

We apologize for the inconvenience. There is a large number of bugs to go through and several of them have gone stale. The kernel moves very fast so bugs may get fixed as part of a kernel update. Due to this, we are doing a mass bug update across all of the Fedora 26 kernel bugs.

Fedora 26 has now been rebased to 4.15.4-200.fc26. Please test this kernel update (or newer) and let us know if you issue has been resolved or if it is still present with the newer kernel.

If you have moved on to Fedora 27, and are still experiencing this issue, please change the version to Fedora 27.

If you experience different issues, please open a new bug report for those.

Laura
I've upgraded all of my machines to Fedora 27. currently at 4.15.4-300.fc27.i686+PAE. Problem no longer exists at this level.

Bug is back! in Fedora 29
I have exactly the same issue.

Fedora 4.18.17-300.fc29.x86_64 & Gnome 3.30.2
