netpbm-10.81.00-2.fc28 does not use the Fedora build flags.  For example, /usr/bin/jpegtopnm is not linked with the LDFLAGS from redhat-rpm-config.

If I change the RPM spec file to use the proper LDFLAGS, linking fails on x86_64 because the CFLAGS injection is incomplete as well:

gcc -o typegen -Wl,-z,relro  -specs=/usr/lib/rpm/redhat/redhat-hardened-ld typegen.o
/usr/bin/ld: typegen.o: relocation R_X86_64_32 against `.rodata' can not be used when making a shared object; recompile with -fPIC
/usr/bin/ld: final link failed: Nonrepresentable section on output

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.
