Description of problem:
Setting up an l2tp vpn connection 
SELinux is preventing nm-l2tp-service from 'search' accesses on the directory strongswan.

If you believe that nm-l2tp-service should be allowed search access on the strongswan directory by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# ausearch -c 'nm-l2tp-service' --raw | audit2allow -M my-nml2tpservice
# semodule -X 300 -i my-nml2tpservice.pp
