/lib64/libdmraid.so.1.0.0.rc16 in dmraid-1.0.0.rc16-37.fc28.x86_64 is not linked with the standard Fedora linker flags (LDFLAGS) from redhat-rpm-config:

Looks like LDFLAGS is missing completely, so this is probably a makefile bug in the package.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
