Description of problem:
 update to plasma desktop 5.12.2-1FC27 removes mouse configuration section from /SystemSetting/InputDevices. Reverts mouse settings to right-handed with no way to reconfigure.

Steps to Reproduce:

1. Upgrade to PlasmaDesktop 5.12.2-1. The minimum set of upgraded files to produce effect (which appear to install as a single interdependent block) are:

 plasma-workspace

Actual results:

Mouse configuration section disappears from KDE "systemsettings/inputdevices" Previously LH configured mouse reverts to right handed with no configuration possible

Expected results:
 Configurable mouse


Additional info:

Logitech USB/wireless mouse/ASUS Z170Pro MB. 

Workaround:
 Do not upgrade plasma desktop.

Bug also confirmed on Lenovo T450S laptop.
