Description of problem:
Running restorecon
SELinux is preventing restorecon from using the 'mac_admin' capabilities.

Did you install clean Fedora 28 or you upgraded from Fedora 27?

I upgraded from 27 and after that I got SELinux warnings that recommended running restorecon, which I did, which generated more warnings.

After that finished and I upgraded to latest package versions, it seems to work fine, though.
