I don't think this is really a dupe of 1524700 , if you have to hit 'rescan disks' to trigger it.

Similar problem has been detected:

Anaconda crashes after clicking on "Refresh" and then "Rescan Disks" button in Installation Destination menu (where you set up partitions for installation).

It doesn`t crash if you don`t actually change anything, but if you do and then try to rescan disks, it will crash.

 Anaconda shouldn't crash; this is impossible to fix after release.

This message is a reminder that Fedora 28 is nearing its end of life.
On 2019-May-28 Fedora will stop maintaining and issuing updates for
Fedora 28. It is Fedora's policy to close all bug reports from releases
that are no longer maintained. At that time this bug will be closed as
EOL if it remains open with a Fedora 'version' of '28'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.
