Description: Workstation WG discussed this and we can easily fix by including l-f in comps for Workstation.  That's probably easiest solution, although https://pagure.io/pungi-fedora/pull-request/499 didn't really get resolved to satisfaction AFAICT.

Proposed as a Freeze Exception for 28-final by Fedora user pfrields using the blocker tracking app because:

 This is a comps change to include linux-firmware in Atomic Workstation product. Does not involve any weird deps change and not likely to impact compose stability.

sgallagh -- kalev said he could make this change as long as it's OK'd during the freeze period.  Having linux-firmware missing from Atomic Workstation could detract from getting effective uptake and testing in the community.  Feel free to reassign to him.

https://kojipkgs.fedoraproject.org/compose/28/Fedora-28-20180425.0/logs/x86_64/AtomicWorkstation/ostree_installer-1/dnf.log shows it being included in the RC-1.1 compose, so closing; please re-open if in fact it's still wrong somehow.
