Description of problem: waf FTBFS with Python 3.7

From the log, I have no idea what's wrong.

Version-Release number of selected component (if applicable): waf-1.9.14-1.fc29.2

Build in the 3.7 side tag (to test and also when fixed):

     fedpkg build --target=f29-python

This might be blocking other packages.

The side tag is no more. Once fixed, build in regular rawhide.
