solaar failed to build from source in Fedora rawhide

For details on the mass rebuild see:
Please fix solaar at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
solaar will be orphaned. Before branching of Fedora 30,
solaar will be retired, if it still fails to build.

This is simply the expected failure due to the use of the unversioned python macros.

I have fixed the package and done a build.  I also removed the scriptlets which are no longer needed in any Fedora release.

However, the package itself is really out of date, and folks on the upstream ticket tracker have asked why Fedora hasn't updated.  I haven't really been messing with this package much but neither has anyone else, so I will probably do a bit more cleanup and update to a more recent git snapshot.
