Version-Release number of selected component (if applicable):
gnome-shell-3.30.0-3.fc29.x86_64
mutter-3.30.0-1.fc29.x86_64

How reproducible:
always

Steps to Reproduce:
1. go to activities overview (push Win key)
2. drag and drop one application from side bar to workspace

Actual results:
gnome-shell freezes, you can move mouse but nothing else

Expected results:
Dragged application should start

Additional info:
I propose this bug as final blocker as it violates the final criterion: "All elements of the default panel (or equivalent) configuration in all release-blocking desktops must function correctly in typical use."
