It seems like rhel-8 version of netpbm bundles its own libjasper which is not only out of date, but is also vuln to security flaws. Older rhels used system libjasper.

The following fedora commit switched back to bundled libjasper without stating any apparent reason.

Please switch back to system libjasper. This is important to ensure we dont run after security issues in bundled jasper for future releases.
