Actual results:
Error message

Expected results:
Upgraded packages/operating system

Comment 1 Karl 2019-01-11 16:51:29 UTC
Workaround:

dnf install nss-pem-1.0.3-9.fc28 --releasever=28

then retry the upgrade

Comment 2 Jaroslav Mracek 2019-01-14 12:22:49 UTC
We believe that the problem is in packaging of nss-pem.

Comment 3 Kamil Dudka 2019-01-14 13:52:30 UTC
Nope. This is a known bug of dnf with known workaround.
