This is a tracking bug for Change: Update Sphinx to version 2 and drop Python 2 support from Sphinx

The version 2.0.x of Sphinx, popular Python documentation generator and framework, is expected to be released in early 2019. It drops support for Python 2. As part of Finalizing Fedora's Switch to Python 3, we update python-sphinx to 2.0.x and we drop python2-sphinx and related packages from Fedora 31  and further.

Status update: Will merge and build stuff on Monday. We will ship the 2.0.0 beta to rawhide so we can report bugs to upstream before they release 2.0.0.

I should now probably rebuild all the new sphinxcontrib packages with tests enabled. But since I'll bootstrap this again for Python 3.8, I've decided not to. They all pass tests in local mock.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to 31.
