Description of problem:

Following the request from devel.org I ran:
dnf --releasever=30 --setopt=module_platform_id=platform:f30 --enablerepo=updates-testing distro-sync

and got the following problem with hamcrest:
 Problem 7: problem with installed package hamcrest-1.3-24.fc29.noarch
  - package hamcrest-1.3-25.fc30.noarch requires hamcrest-core = 1.3-25.fc30, but none of the providers can be installed
  - hamcrest-1.3-24.fc29.noarch does not belong to a distupgrade repository
  - package hamcrest-core-1.3-25.fc30.noarch is excluded

hamcrest-1.3-24.fc29

How reproducible:
Run dnf --releasever=30 --setopt=module_platform_id=platform:f30 --enablerepo=updates-testing distro-sync
