cvc4 fails to build with Python 3.8.0b1.

The error is:

/builddir/build/BUILD/CVC4-1.7/src/bindings/python/CMakeFiles/_CVC4.dir/cvc4PYTHON_wrap.cxx:178:11: fatal error: Python.h: No such file or directory
