Description of problem:

In the interest of making the Fedora base image smaller, it would help to have a tzdata-minimal package that contains only the /etc/localtime file with the UTC settings.

The current tzdata package would depend on the tzdata-minimal package.

The minimal package will also need to provide the zone.tab file

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.
