This happens on a new Lenovo X1 Yoga - 4th generation (2019).  As a result of this, the wifi is unusable.

The Wifi seems to work with the F30 Live Image, which has kernel-5.0.9-31 and linux-firmware-20190312-94.  Here's the output of lspci related to the Wifi adapter:

Output of journalctl -k with:

    kenel 5.1.20-300.fc30.x86_64
    iwl7260-firmware-25.30.13.0-99.fc30.noarch

and 

    options iwlwifi debug=1

set in /etc/modprobe.d/iwlwifi.conf.  The wifi is non-functional.

The failure

still occurs, but the firmware loads and the WiFi is now operational.  

So this would seem to be a combination of kernel and firmware?

The firmware update in Bug 1733369 seems to resolve this issue, so I'm closing it as a duplicate of that Bug.
