At least:

are missing dependencies. And had to be installed manually to use the document class.

Thanks for the bug report. Upstream TeXLive does not do a very good job of providing any sane dependency information for most of their components. acmart does not claim to have any dependencies in the tlpobj.

Looking through the .cls file, the list of RequirePackage calls implies a longer list of dependencies:
