Description of problem:
Same problem as closed bug 1217990, but with latest version.

Version-Release number of selected component (if applicable):
spamassassin-3.4.3-1.fc31.x86_64

How reproducible:
Always.

Steps to Reproduce:
1. Invoke spamassassin trough a procmail rule, enable logging
2. Look in log after receiving message that activated that rule
3. Quoted bug 1217990, claims to do: run sa-learn under spampd account.

Actual results:
Lots of warning messages like:
warn: config: configuration file "xxx.cf" requires version 3.004002 of SpamAssassin, but this is code version 3.004003.
For each file that has a "require 3.004002" line.

Expected results:
No such warning message.
