Description of problem:
Unable to install eclipse.

eclipse-jdt-1:4.14-5.fc31.noarch

How reproducible:
Try to install using dnf.

Steps to Reproduce:
1. dnf install eclipse

Guessing this is a dependency issue. I have found if I install glassfish-el-3.0.1-0.11.b08.fc31.noarch before eclipse that the eclipse install completes without any additional problems.
