After upgrading  to F33, a system was getting mail saying:

/etc/cron.daily/0logwatch:

Undefined subroutine &main::TimeBuild called at /usr/sbin/logwatch line 763.

I don't know anything about perl.
I had a similar system that was working.  dnf showed that it had many
more perl modules installed.  I started at the top of the list.
logwatch worked after I installed perl-lib.

Correct.  F33 dropped lots of automatically installed packages, and this is one.  A new build is available in testing, which you could test if you will.

This issue was a duplicate of an existing ticket so I'll refer you to the new one.
