After the upgrade to mutter-3.38.1-2.fc33 from mutter-3.38.1-1.fc33 Games made by Paradox Interactive like Hearts of Iron 4 and Europa Universalis 4 (native Linux versions) are unable to enter full-screen / borderless mode. 

All I get is a NON borderless window. It does not matter if I select full-screen, borderless window or window.

This makes the Games unusable, because I cannot click on the menus in the bottom because they are "pushed" out of my visible screen.

When I reverted back to mutter-3.38.1-1.fc33 it worked again as it should.

as you can see, the game is in windowed mode, even if I selected fullscreen in the game launcher.

with mutter-3.38.1-1 it works as it should. the game runs in fullscreen mode.
