Original change contents promised convincing results to support the hypothesis that using Copy on Write in RPM was a net positive thing. The self imposed deadline was "January 2021".

Per that deadline - some tooling was created and some statistics gathered, but the number seen are not as good as expected. This bug is to track down issues in measurement, the software, whereever the issue is.

This bug appears to have been reported against 'rawhide' during the Fedora 34 development cycle.
Changing version to 34.
