rubygem-rexml is available on Fedora 34 and above, built from ruby srpm:

By the way, as already mentioned in bug 1923630 , the reason prawn-svg FTBFS is due to keyword separation change in ruby 3.0, not due to rubygem(rexml) not available (actually rubygem(rexml) is available)
