Description of problem:
When trying to add new or modify existing VPN connections via GNOME settings, "Apply" button is inactive. OpenVPN, openconnect and any other types.

In the journal I see:

1. Open settings
2. Open network panel
3. Try to add new VPN connection or modify existing

Actual results:
"Apply" button is inactive whatever you do.

Expected results:
"Apply" button is active if mandatory fields are correct.

Might be a duplicate of bug 1932674 but I'm not sure…
