This package has:

binutils/aclocal.m4:m4_if(m4_defn([AC_AUTOCONF_VERSION]), [2.69],,

(and in several other places).

I've not even tried.  If this is important I would suggest pursuing the
changes necessary with upstream.  Fedora only deals with packaging and
the clear choice upstream is to remain with 2.69, until I hear otherwise.

If I understand it correctly, upstream refuses to move to version 2.69 also in the future ? Then we should create a downstream patch to resolve the problems.

No I didn't say that.  I said that if this is important, please contact
upstream and/or send them patches to move to autoconf 2.71.
