hdmf does not yet support h5py 3.x. This is being worked on upstream: https://github.com/hdmf-dev/hdmf/issues/458

There's a PR in progress here, as soon as it's merged, we can build the snapshot to fix this.

This bug appears to have been reported against 'rawhide' during the Fedora 35 development cycle.
Changing version to 35.
