This is copy from bz1948279 which got updated to 4.0.0b1.

v.4.0.0 was released on May 9th, ergo no need to update to 3.5.4.

Updating to new major versions of Sphinx usually takes huge amount of time and coordination.
Updating to new micro versions of Sphinx does not.

I suggest we still update to 3.5.4 before we update to 4.0.0.
